Can I fish two crab nets and two fishing poles for four gear types total, or only a maximum of two when fishing from a pier?

pier fishing, pier gear, CCR T14, Section 28.65

You cannot have more than a maximum of two gear types deployed when fishing from a public pier. This means either two crab hoop nets (or traps where permitted), OR two fishing poles/lines, OR one pole/line and one crab net (or trap, where permitted) may be fished per person.
