Are groundfish fishing regulations different when fishing from a boat compared to fishing from shore?

Yes, there are differences. Many fishing regulations are shared between shore and boat-based angling (Ex: No more than two hooks per line when targeting groundfish), however there are significant differences such as depth restrictions and seasons for boat-based angling.
