
Oil Spill Response Organizations (OSROs) play an integral part in OSPR's planned response to any oil spill incident. Lists of OSROs that are rated for Marine services and Terrestrial & Inland On-water services are linked below. A list of all rated OSROs with contact information is also provided. Each OSRO has been evaluated through OSPR's unannounced drill program and has the ability to rapidly respond to a variety of oil spill incidents.

OSRO Rating Application Tools
The information that is required to be included in an application for an OSRO rating can be found in section 819.02(b) of the OSRO Rating Regulations, linked below. OSPR has created some optional tools to assist OSROs in ensuring that their applications are clear and complete. The Requested Ratings spreadsheets enable applicants to clearly designate which service ratings are requested for specific geographic response regions and timeframes. The Application Cover Sheets assist applicants in ensuring that their applications include all of the required information. These tools are optional, but OSPR encourages OSROs to utilize them to ensure that their rating applications are clear and complete.

Environmental Sensitive Site Protection Ratings
The Environmental Sensitive Site Protection (ESSP) regulations (Title 14, California Code of Regulations § 828.1) became effective on January 1, 2026. These regulations replace the previous Shoreline Protection Tables, which are repealed. Accordingly, the shoreline protection OSRO rating is replaced with the ESSP rating. OSROs with existing shoreline protection ratings must submit an updated rating application to include the contents required by 14 CCR § 819.02(e) by July 1, 2026 to transfer the rating to an ESSP rating. Shoreline protection ratings will remain valid while updated applications are reviewed. New ESSP rating requests are being accepted as of January 1, 2026.
