To make a No Effect Determination (NED) request, you must follow these steps:
- Visit the main NED page to determine if your project meets the criteria for an NED. For additional explanations of the regulations and procedures regarding NEDs, see the NED Detailed Instructions (PDF)(opens in new tab) and CEQA FAQs (PDF)(opens in new tab).
- Download and complete the NED request form (PDF)(opens in new tab)
- Submit the form with the CEQA document (Negative Declaration, Mitigated Negative Declaration, or Environmental Impact Report -- draft is acceptable) or link to a web page where the CEQA document has been published, along with any other documentation that would help explain the project.

- The request should be submitted when the CEQA document is released for public review, or as early as possible in the public comment period.
