Issued to any person who owns or controls the hunting rights on a tract of land, raises and/or releases domestically propagated game birds, and allow the taking of these birds under conditions that do not conflict with the public interest. Domestically propagated game birds include only the following: Pheasants of the species Phasianus colchicus, including all ring-necked pheasant races, Indian chukar, domestically reared wild turkey, Hungarian partridge, bobwhite quail, Coturnix quail, and other species as designated by the Fish and Game Commission.

Required to be affixed to all pheasants, chukars, and turkeys taken on licensed game bird clubs and licensed domesticated migratory game bird shooting areas by the club or shooting area licensee, or an authorized agent. Seals shall be applied immediately upon the hunters return to a club's headquarters. Seals must remain attached to the birds until they are prepared for consumption.
