OSPR issues Certificates of Financial Responsibility to owners or operators of facilities, MTU’s, railroads, pipelines, and vessels, that are required to have a California Oil Spill Contingency Plan, after they have provided an application and proof that they have the financial resources to cover the costs of response, clean-up, and damages for their “worst-case scenario” spill as defined by regulation.

In accordance with Senate Bill 237, which amended the Lempert-Keene-Seastrand Oil Spill Prevention Act in 2025, OSPR is seeking public comments regarding the appropriateness of the current financial responsibility and reasonable worst-case spill (RWCS) volume criteria for regulated facilities.
