Mission Canyon Stream Habitat Restoration Project – Draft Initial Study/Mitigated Negative Declaration and Appendices

PUBLIC COMMENT PERIOD EXTENDED

CDFW has completed a Draft Initial Study/Mitigated Negative Declaration for the Mission Canyon Stream Habitat Restoration Project (associated appendices) (SCH No. 2024020190). The project site encompasses 7.24 acres within Mission Canyon along portions of Mission Creek, Santa Barbara County, California. The project involves, among other things, habitat restoration and remediation of resource impacts to native habitats, trees, sensitive plants, sensitive wildlife, and waters of Mission Creek and adjacent areas. The project includes removal of all recoverable sidecast material remaining on the project site at the time of construction as a result from unauthorized work conducted by Southern California Edison in December 2019. The project also includes restoration of stream flows, stabilization of the creek bank, repair of habitat features such as pools within the stream bed, remediation of impacts to trees and sensitive plants, berm stabilization, and restoration of impacted woodland/forest and chaparral habitats.

SERP Concurrences

Section 21080.56 of the California Public Resources Code(opens in new tab), also known as the Statutory Exemption for Restoration Projects (SERP), provides a California Environmental Quality Act statutory exemption for fish and wildlife restoration projects that meet certain requirements. CDFW’s Cutting the Green Tape Program is responsible for coordinating with lead agencies seeking SERP concurrence. SERP is currently anticipated to sunset on January 1, 2030.

Prairie Creek at Elk Meadow Cabins Habitat Enhancement Project

The Director of CDFW has concurred with the lead agency determination by the California State Coastal Conservancy that the Prairie Creek at Elk Meadow Cabins Habitat Enhancement Project (PDF) qualifies as a statutorily exempt restoration project under the California Environmental Quality Act (CEQA). Russian River Floodplain Restoration Project

Cannibal Island Restoration Project

The Director of CDFW has concurred with the lead agency determination by the California Department of Fish and Wildlife, Northern Region Lands Program that the Cannibal Island Restoration Project (PDF) qualifies as a statutorily exempt restoration project under the California Environmental Quality Act (CEQA).
