Notice of Department Rulemaking: Amend Section 712.5, Title 14, CCR, Declaration of Importation of Dead Fish and Wildlife Forms DFW 901a and 901b

The Department of Fish and Wildlife (Department) provides this Notice of Proposed Action to amend Section 712.5, Title 14, California Code of Regulations (CCR). Through this action, the Department proposes to amend form DFW 901, incorporated by reference in Section 712.5. The form “Declaration of Importation of Dead Fish and Wildlife” allows the fishing and hunting public to conveniently declare, online or paper, their fish or wildlife, caught/hunted/taken outside California upon entry into the state, including California waters. The new regulations described in the attached documents will be adopted after considering all comments, objections, and recommendations regarding the proposed action.
In accordance with the Administrative Procedure Act, the Department provided notice of this proposed regulatory action with the Office of Administrative Law for publication in the California Regulatory Notice Register (OAL Z2026-0929-09).
Written Comment Period
Any interested person, or their authorized representative, may submit written comments on the proposed action to the Department. All written comments must be received by the Department via mail or email no later than Tuesday November 24, 2026, to the contact as follows:
