Western Joshua Tree Conservation Act (WJTCA) Permitting Program

Availability of a Notice of Preparation (NOP) of a Draft Program Environmental Impact Report and Notice of Public Scoping Meeting for the Western Joshua Tree Conservation Act Permitting Program (PDF) (State Clearinghouse No. 2025110649). This project is intended to provide a streamlined mechanism of CEQA compliance for property owners and land managers engaging in actions with potential to result in limited take of western Joshua tree, as authorized under the WJTCA. The Program EIR will also include actions by CDFW on its own properties. The purpose of the NOP is to provide notice to the public that CDFW is beginning the preparation of the Program EIR and to solicit comments concerning the scope and content of the environmental review.

Comments must be received by December 17, 2025, by 5:00 p.m.

SERP Concurrences

Section 21080.56 of the California Public Resources Code, also known as the Statutory Exemption for Restoration Projects (SERP), provides a California Environmental Quality Act statutory exemption for fish and wildlife restoration projects that meet certain requirements. CDFW’s Cutting the Green Tape Program is responsible for coordinating with lead agencies seeking SERP concurrence. SERP is currently anticipated to sunset on January 1, 2030.
