Kern River Hatchery Siphon Replacement Project – Final Initial Study / Mitigated Negative Declaration

CDFW has completed an Initial Study/Mitigated Negative Declaration for the Kern River Hatchery Siphon Replacement Project (PDF) (SCH No. 2024070895). The Kern River Hatchery is in Kernville, northeastern Kern County, California. The Project is to restore functionality of the siphon so that hatchery operations can be resumed; and a water conveyance facility that is resistant to vandalism, as well as trespass and associated environmental damage, and minimizes maintenance needs. The Project would consist of construction and operation of a siphon and inlet structure, pump vault and pipeline assembly, pipeline and anchors, and diversion and outlet structure.

SERP Concurrences

Section 21080.56 of the California Public Resources Code, also known as the Statutory Exemption for Restoration Projects (SERP), provides a California Environmental Quality Act statutory exemption for fish and wildlife restoration projects that meet certain requirements. CDFW’s Cutting the Green Tape Program is responsible for coordinating with lead agencies seeking SERP concurrence. SERP is currently anticipated to sunset on January 1, 2030.
