In accordance with the Administrative Procedure Act, on December 28, 2021, the Office of Administrative Law (OAL) approved OSPR's regulatory action to adopt sections 830.1 through 830.11 for the certification of spill management teams, implementing Assembly Bill 1197. The regulatory action also included collateral amendments to a number of other sections.
The effective date of these regulations is April 1, 2022.

Proposed Rulemaking to Adopt New Regulations for the Certification of Spill Management Teams and Amend Regulations for Contingency Plans
July 31, 2020
The Office of Spill Prevention and Response (OSPR) is proposing to adopt regulations regarding Spill Management Team Certification, sections 830.1 through 830.11, Title 14, California Code of Regulations. Pursuant to statutory changes created by Assembly Bill 1197(opens in new tab), Government Code section 8670.32 requires the Administrator of OSPR to adopt regulations establishing criteria and procedures for certifying spill management teams based on their capacity to respond to and manage spills effectively.
Additionally, for consistency with the statutory mandates, OSPR is proposing amendments to its oil spill contingency plan regulations (sections 815.05, 815.07, 816.02, 817.02, 817.03, 817.04, 818.02, 818.03, 825.05, 825.07, 826.02, 826.03, 827.02, Title 14, California Code of Regulations) which require operators and owners of vessels and facilities who are required to have contingency plans to identify certified spill management teams in their plans, and additions to the Definitions and Abbreviations regulations (section 790, Title 14, California Code of Regulations).
In accordance with the Administrative Procedure act, OSPR submitted the Notice of Proposed regulatory action to the Office of Administrative Law for publication in the California Regulatory Notice Register on July 31, 2020.
