Proposed Rulemaking to Harmonize Drills and Exercises Requirements February 4, 2022 The Office of Spill Prevention and Response (OSPR) is proposing to adopt new section 820.1 in Title 14 of the California Code of Regulations. These proposed regulations would harmonize the marine and inland drills and exercises requirements (sections 820.01 and 820.02, respectively) into one section. OSPR is also taking this opportunity to update practices and procedures, streamline the requirements, and provide clarity and consistency; this includes reducing and redesigning the required forms for increased efficiency. Conforming amendments are also being made to several other sections within Title 14, California Code of Regulations to delete the redundant text and cross-reference the new harmonized section. In accordance with the Administrative Procedure Act, OSPR submitted the notice of Proposed Regulatory Action to the Office of Administrative Law for publication in the California Regulatory Notice Register on February 4, 2022. Written Comment Period Any interest person, or his or her authorized representative, may submit written comments on this proposed action to OSPR.
